The purpose of this evaluation was to identify factors and conditions associated with successful Trade Capacity Building (TCB) programs. Working with two USAID economists, the evaluators completed an inventory of USAID TCB programs in 20 countries; analyzed USAID assistance to countries in meeting the implementation requirements of their World Trade Organization commitments; and participated in field research and data analysis activities.
